First of all, Hamstick is a brand-name.  The Hamstick company makes a full range of single-band antennas designed primarily for mobile use.

Now, if what you want to do is convert a CB antenna to a 10-meter ham antenna, it's very simple.  Basically all you do is carefully shorten the antenna a little at a time until it resonates at whatever 10-meter frequency you want.

I once had a mag-mount CB antenna, the simple kind with a coil in the base and a whip that inserted into the base.  I just took the whip out and with a hacksaw, cut off about 1/4-inch at a time until it resonated at 28.400 MHz.  I worked the world with it and a 25-watt 10-meter rig from my pickup.
